1 Iraq Country Profile
Overview
Geographic Location: The Republic of Iraq is located in western Asia and shares borders with Turkey from the north, Iran from the east, Kuwait from the south, Saudi Arabia from the south, Jordan from the west, and Syria from the west. It has a small coastline of just 36 miles (58 km) along the north of the Arabic Gulf.
Language: The first official language in Iraq is Arabic, which is understood almost universally, and the Kurdish language is the second official language in Iraq. The Arabic language is used for official communications with government departments throughout Iraq but it's preferable to use the Kurdish language for official communications with government departments in the KRI, in addition to other languages spoken in Iraq. Other unofficial languages are Turkmen, Syriac, Chaldean, or Assyrian.
Country size: 169,234 square miles (438,317 square kilometers), Highest Point: Cheekha Dar at 11,847 feet (3,611 meters), Lowest Point: Arabic Gulf at 0 feet (0 meters).
Population: The estimated population of Iraq is 41,428,544 (2021), nearly 70% of Iraq's population lives in urban areas. The largest population by far is at the nation's capital, Baghdad, with a population of 9.5 million. The cities of Basra and Mosul both have populations exceeding 2 million. Erbil, Kirkuk, Sulaymaniyah, and Hilla have populations of over one million. According to current projections, Iraq’s population will continue to grow for the rest of the century, surpassing 100 million people by the end of 2085. Iraq is currently growing at a rate of 2.32% per year, adding just under 1 million every year. Despite the ongoing conflicts in Iraq, resulting in both a rising death rate and an exodus of refugees, the population continues to grow. This is explained by Iraq’s fertility rate of 3.588 births per woman and a drop in its infant mortality rate. The fertility rate, however, is decreasing as more women have access to education and professional opportunities.
Ethnic Group: Almost 75% of Iraq's population is made up of the dominant ethnic group, the Iraqi, or Mesopotamian Arabs. Other major ethnic groups include Kurds (17%), Turkmen (3%), Assyrians (2%), and Persians (2%). There are about 20,000 Marsh Arabs in the southern part of the country.
Religion: Islam is by far the most common religion in the country as 97% of the population is Muslim. Non-Muslims, mostly Assyrian Christians, Sabaeans, or Yezedi make up 3% of the population. The Christian community in Iraq has existed for nearly 2,000 years and most are descended from the pre-Arab Mesopotamians-Assyrians. It has been believed that 65% of Muslims are Shia while the remaining 35% are Sunni. Najaf and Karbala are two of the holiest places for Shia Muslims that are located in the southern regions of the Capital, Baghdad.
Political History: From 1980 to 1988, Iraq was involved in the Iran-Iraq war, which devastated its economy. Due to several wars and subsequent conflicts since 80th until 2003, the following activities, such as social instability was ongoing. In 2003, Iraq was invaded by the coalition.. In June 2004 the Iraqi Interim Government was established. In January 2005, the country held first elections after the invasion and the Iraqi Transitional Government (ITG) took power. In December 2005, another election was held which established a new four-year constitutional government that took power in March 2006.Despite its new government, however, Iraq was still highly unstable during this time and violence was widespread throughout the country.
Current political situation: The politics of Iraq take place in the framework of a federal parliamentary representative democratic republic. It is a multi-party system whereby executive power is exercised by the Prime Minister of the Council of Ministers as the head of government, as well as the President of Iraq, and legislative power is vested in the Council of Representatives and the Federation Council.

Capacity and Contacts for In-Country Emergency Response
Government
The movement of humanitarian cargos in the central and southern regions of Iraq (FI) needs the approval of the National Operations Center (NOC). While in the KRI region, the movement of humanitarian cargo needs the JCC letter and approval. The approval process in both regions (FI and KRI) is initiated by an official request/letter from the requesting agencies.
Movement Facilitation Request in FI
For requesting movement facilitation, UN agencies need to submit a request letter (in English and Arabic) along with other requirements/documents to NOC directly, through authorized focal point, for any inter-governmental movement by contracted transportation company. Below are additional instructions and requirements for obtaining NOC letter. The time expected to obtain the NOC letter is 3-10 days.

Movement Facilitation Request in KRI
Movement of humanitarian cargos in KRI requires the approval of Joint Crisis Coordination Center (JCC) and other relevant security entities. Request for movement facilitation in Kurdish needs to be submitted to JCC along with documents related to the shipment, including the origin, destination, route, driver and trucks information, etc. Request letter and related/required documents need to be submitted to JCC HQ in Erbil.
Shipments headed outside of KRI governorate, including shipments coming from the Ibrahim Khalil border route to other governorates, require the JCC’s approval for movement, as well as a tax exemption letter for humanitarian commodities from the Ministry of Finance.
Cross Regional Movement (FI and KRI)
Humanitarian cargos moving from one region to another (from FI to KRI or vice versa) will require valid NOC and JCC letters.

Ministry of Defense - Directorate of Military Affairs for Civilian Purposes:
Under the oversight of the Ministry of Defense, the Directorate of Military Affairs for Civilian Purposes plays a major role during disaster response phase support the civilians and humanitarian community by provided floating bridges and evacuation, and other support.
Ministry of Interior - Civil Defense
It is a security and emergency services agency in Iraq, consisting of Iraqis who do everything to complement the operations of the military forces in Iraq to stand up to organized teams and individuals, they also play a major role during crises and disasters such as fires, floods, earthquakes, etc.
Iraqi Red Crescent Society (IRCS)
An active and independent national humanitarian organization aiming to reduce the suffering of vulnerable community. The head quarter of IRCS is located in Baghdad with branches in every governorate.

Joint Coordination and Monitoring Center (JCMC)
Under the oversight of the General Secretariat for the Council of Ministers, JCMC, as government coordination body that established in 2014, plays a prominent role coordinating crisis response efforts. JCMC is also responsible for preparedness recovery, and risk analysis and management in the Federal Iraq (FI) region. JCMC has representatives in all the central and southern governorates.
Joint Crisis Coordination Center (JCC)
JCC was established in 2015 under the oversight of the Minister of Interior. The JCC Crisis Response and Management Network consists of the JCC Council located in Erbil, and the Disaster and Migration Crisis Response Responses (DMCR) Offices in KRI Governorates, namely: Erbil, Sulaymaniyah, and Duhok. The DMCR offices at the governorates are administratively under the governorates and technically under JCC.
JCC, in cooperation with security authorities, is responsible for processing and granting movement facilitation letter for humanitarian cargos moving to/from KRI region. JCC is also playing a coordination role during disaster response, recovery and preparedness phases. JCC offices (DMCR) have logistics centres (that contain storage space) in KRI governorates that can also be used for the humanitarian community.

Humanitarian Community
There are approximately 102 humanitarian actors engaged in the humanitarian relief effort in Iraq, the main actors are: UNHCR, IOM, UNICEF, WFP, WHO, UNDP, UN-HABITAT, UNFPA, UNESCO, and their implementing partners, which consist of over 70 cooperating partners of INGOs and NGOs, the Red Cross and Red Crescent Societies, and UNOCHA (as coordination body of humanitarian operations with representation at the national and regional levels.
Ongoing programmers and projects:
- 2021 Humanitarian Response Plan to assist 1.5 million of the most vulnerable internally displaced people in Iraq and returnees Iraq | HumanitarianResponse.
- Supporting COVID-19 outbreak response and vaccination effort of the Iraqi Government
- Boosting the stability and socio-economic development of the country by enhancing democratic governance at the local level.
- Improving the resilience of host communities, IDPs, returnees with focus on several areas: protection, health, water & Sanitation, food security, emergency livelihood, and education.
WFP operations: Currently, the World Food Program implements the following programs in Iraq (Crisis response, Resilience-building, social protection, School feeding, and COVID-19 response). The response of WFP to the humanitarian needs and the support to the vulnerable community is formulated in different modalities, such as, Immediate Response Rations (IRR) distribution, Family Food Rations (FFR), Cash-Based-Transfer (CBT) through: Voucher, Direct Cash, and Mobile Money Transfer (MMT) in additional to the emergency, preparedness, and response program and School Feeding meals project.
WFP Sub offices: Baghdad, Erbil, Basra, Dohuk, and Sulaymaniyah.
Cooperating partners: In 2021 WFP partnered with 13 Cooperating Partners from national and international organizations: Marcy Hands, World Vision International, UOS, RIRP, MFD, SWEDO, SP, WHH, PIN, REACH-IRAQ, OROKOM, HRF, and CCR).

Food stocking: Ministry of Trade (MoT) is considered one of the biggest food distribution entities in the country that stocks essential food items. MoT is managing the Public Distribution System (PDS) in Iraq and has storage spaces and millings scattered around the country.
1.2 Iraq Regulatory Departments and Quality Control
Overview
The Central Organization for Standardization and Quality Control is considered one of the oldest organizations in the country. It was established in 1979 under Law No. 54 issued on 4/6/1979, and contains the following departments:
- The Standardization Department.
- Quality control circuit.
- Technical and Administrative Services Department
The procedures for approving and monitoring the implementation
of the provisions of the National System of Quality Control (1988)
are among the most important exclusive competencies of the Central
Organization for Standardization and Quality Control under the
provisions of Article 3 / second, third of Law 54 of 1979 as
amended, and these procedures aim to ensure the protection of the
consumer, public health and the environment through evaluation
mechanisms Conformity of goods and products (local or imported) to
the approved Iraqi specifications that are directly related to the
consumer.
The Central Organization for Standardization and Quality Control
has sought, since 2011, and based on the provisions of Article 3/8
of its applicable law, and in implementation of the general
government policy and in cooperation and coordination with all
concerned parties to follow the international contexts in
authorizing global, impartial inspection bodies accredited in
accordance with the highest international specifications and
standards and has the experience and competence to implement Pre
Shipment Inspection program (PSI) through official government
contracts that lasted for the period 2011-2019. This program
included more than 930 different industrial commodities (food,
engineering, chemical, construction, textile) directly related to
the consumer and doesn't include the imports of specialized public
sector entities not related to the consumer.
Today, the Agency presents the new phase of the program for the
period 2020-2022 after completing the pre-qualification process for
companies wishing to obtain a pre-supply inspection license and
issue a certificate of conformity in accordance with the directives
of the Economic Affairs Committee / Council of Ministers, where
three contracts were signed to grant a license with three qualified
international companies and a full development The legal and
supervisory framework for the work of licensed companies by issuing
a guide to granting a license (1/2019) and in conjunction with the
resumption of monitoring, auditing and verification procedures to
ensure and enhance the efficiency of the pre-supply inspection
program by the employees of the device at the border crossings and
over the hours and working days of the ports.
Pre-Shipment Inspection Programme (PSI)
The Central Organization for Standardization and Quality Control started to engage in Pre-Shipment Inspection program (at the country of origin) which is considered as one of the methods for quality assurance that have been recognized in the field of international trade by carrying out inspection through third party (an internationally accredited neutral entity). The inspection company grants the manufacturer or supplier a Certificate of Conformity (CoC) for the goods or products prior to shipping. On May 15, 2019, the Central Organization for Standardization and Quality Control announced a public / international invitation (1/2019) for contracting and conducting Pre-Shipment Inspection and to issuing a Certificate of Conformity at the country of origin. The outcome of the invite resulted in contracting with the following companies to be licensed and accepted by FI for issuing CoC:

Emergency Response
When an emergency is officially declared by the government, certain protocols for emergency response are activated. During the activation of Emergency Response Protocols, the humanitarian community is allowed to import goods and collaborate with the government entities to facilitate the entry and distribution of relief items. Exemption Regular Regime (Non-Emergency Response)
The UN agencies are exempted from customs fees through the Convention on the Privileges and Immunities of the United Nations, while the NGOs are granted customs and tax exemptions through the customs law of Ministry of Finance - Custom Regulation No (6) of 2016, based on the Iraqi customs law No (23) of 1984, according to article (165), provided that the agency/organization is officially registered and licensed to operate as a humanitarian agent in Iraq (FI & KRI regions) through the MoFA in FI or Department of Foreign Relations (DFR) in KRI.

Federal Iraq
In FI, the Customs Authority is under the oversight of the Ministry of Finance (MoF). Though, requests for import permit and Customs and Tax exemption are processed and channeled through the Ministry of Foreign Affairs (MoFA). The Ministry of Interior (MoI) plays a coordination and monitoring roles supporting Customs Authorities control over entry points.
While in KRI, tax and customs exemption requests are processed by either JCC or Department of foreign Affairs (DFR).

In normal cases, the import permit process usually takes 4 – 6 weeks to be issued. For requesting import permit and customs exemption for general food and non-food items, the below documents need to be submitted to MoFA.

Exemption Certificate Application Procedure
The flow chart explains the procedure for processing import permit and tax and customs exemptions for food and non-food items.
For Medicine, the approval for Ministry of Health through International Health Department (IHD) is required. The IHD coordinates with the State Company for Drugs & Medical supplies (KIMADIA) to determine the quantities and types of medicines that are scarce or required in country. After obtaining the approval of MoH/IHD, a request for customs and tax exemption will need to be submitted to MoFA while attaching MoH approval.
Kurdistan Regional of Iraq (KRI)
The process of importing humanitarian shipments into Iraq - KRI begins by submitting a Tax Exemption Letter directed to either JCC (The Joint Crisis Coordination Centre) or DFR (The Department of Foreign Relations) with the necessary documents highlighted below. The JCC or DFR will send a cover letter to the relevant Ministries/Government Departments based on the items list that will enter the country. After obtaining the approval from the concerned authorities, JCC or DFR will send a letter to the Customs Department / Ministry of Finance to obtain customs and tax exemptions for humanitarian imports. The approval will then be forwarded to the customs authorities at entry points from which the goods will be imported/enter the country. Food, Non-Food Items, and Medicine Supplies: All regular and standard shipping documents will have to be provided. Medicine shipments will have to be approved by the Ministry of Health (MoH) and Kurdistan Medical Control Agency (KMCA).
Security/Sensitive Supplies: Such as (Armed Vehicles, Telecommunication, VHF Radio, and PPE), in addition to approvals from the Ministry of Finance - Customs Department shipping documents must also be processed and approved by the Ministry of Interior and relevant security agencies such as the Public Security Directorate (PSD).

Transit Regime
Kurdistan Region of Iraq is considered a corridor for transit shipment from Turkey to North-East Syria. The transit shipments enter KRI mostly through Ibrahim Khalil entry point and then carry on to North-East Syria side at enter the Syrian side through Feshkhabour entry point.
To process the transit shipment approval, organization need to be registered in KRI and should submit the request for transiting the shipment through KRI to JCC stating that the shipment is a transit shipment mentioning the source and destination. The requirements should follow the regular procedure and requirement for obtaining import permit and tax and customs exemption in KRI that is mentioned above.
2 Iraq Logistics Infrastructure
Highways
Iraq has more than 44,000 kilometres of paved highways, as well as an extensive rural unpaved road system. The highway and bridge system provides the primary surface transportation links connecting Iraq to its neighbours. An integrated road network supports tourism and connects the country’s population centers to essential services, while promoting internal commerce. Many of the roads and bridges on the national highway system were paved and constructed in the late 1970s and early 1980s and were designed with a 20-year lifespan. Much of this infrastructure needs extensive rehabilitation and replacement.
Civil Aviation
Iraq’s civil aviation sector is moving toward compliance with International Civil Aviation Standards as Iraqi Airways continues to rehabilitate its aging fleet. The Iraqi Civil Aviation Authority (ICAA) seeks to transform Iraq’s civil aviation system into a results-based, value-driven organization of aviation professionals dedicated to excellence on the ground and in the skies. The critical success factor for this excellence will be an environment that promotes compliance with International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPS).
Ports
Maritime ports serve Iraq as the primary gateway for the import and export of goods. The ports of Iraq are owned and operated by the Ministry of Transportation (MOT) and General Company for Ports (GCPI). GCPI owns and controls the Iraqi ports of Umm Qasr, Khor Al Zubair, Abu Fulus and Al-Maqal. The ports are spacious and adaptable to further expansion. Improvements in operational efficiency and infrastructure investment are needed to continue modernization efforts underway in all ports. The work force would also benefit from additional training on modern port operating practices and procedures. In December 2020, the GOI signed a $2.6 billion contract with South Korea’s Daewoo to complete the first phase of the Al-Faw port.
Railways
The state-owned Iraqi Republic Railroad (IRR) is one of the main modes of surface transportation for the import and export of goods and efficient hauling of bulk commodities within the country. The MOT and the IRR hope the railroad will serve as a primary surface transportation option, connecting customers in Europe, the Far East and the Gulf States while also serving as an economic growth catalyst. The IRR consists of 2,405 kilometers of track, 109 stations, 31 locomotives and 1,685 units of rolling stock. Recent investments ($40M USD) in a state-of-the-art computer-based train control and microwave communication system are the beginning of a broad modernization program for the rail system. Iraq continues intermittent negotiations concerning the establishment of rail links with Turkey, Kuwait, and Saudi Arabia to complete a continuous Euro-Gulf rail route. Investment in supporting facilities such as inter-modal container terminals and corporatization of operations under a unified management contract continue to be areas of interest for Iraq’s rail system.

2.1 Iraq Port Assessment
Iraq has a single sea outlet on the Arabian Gulf through the Basra Governorate in southern Iraq with a coastline of 58 km long, and this represents 1.6% of the total borders of the Republic of Iraq, which amount to 3,809 km. All of Iraq's major ports are located within the administrative boundaries of Basra Governorate in the Zubair and Al-Faw districts. Iraq also has some small ports overlooking the Tigris, Euphrates, and Shatt al-Arab rivers but they are functioning are small scale for neighbouring counties.
Iraq is working to increase the carrying capacity of its ports through the establishment of the large port of Faw and the increase of berths in the existing ports. Iraq also has some floating oil platforms for exporting oil. The Umm Qasr North Port is Iraq's principal port, followed by Umm Qasr South Port and Al Maqal Port near Basra to a lesser extent, as well as subsidiary ports along the Shatt al Arab. The Maqal port has been temporarily closed, according to the General Company for Ports of Iraq (GCPI) in Basra.

2.1.1 Iraq Port of Umm Qasr
Port Overview
Umm Qasr Port is the largest Iraqi port as well as the only deep-water port, located in Basra Governorate in Umm Qasr region near Iraqi-Kuwaiti border. It's managed by the General Company for Ports of Iraq (GCPI). The port was established in 1930 and is considered one of the most important ports in Iraq. The port of Umm Qasr was and still is one of the best Iraqi ports controlling an important section of the Arabian Gulf. The port receives giant ships with deep drafts that are difficult to pass through the waters of the Shatt al-Arab. Note that the port was divided into two parts by the Ministry of Transport in 2010 "South" and "Northern", each with its own administration, several operators and container terminals, handling, loading, discharging and warehousing operations. The Ministry of Commerce depends on the port directly for importing various foodstuffs and commodities.

Description and Contacts of Key Companies
GCPI (General Company for Ports of Iraq) is a state company
under the Ministry of Transport in Iraq, founded on October 9,
1919, GCPI manages all the Iraqi ports and navigation in the
territorial waters and administration maintenance and dredging in
the navigational channels.
Umm Qasr South Port (IQUQS)
The southern port, which was built in the 1940s, is the oldest of the two. Only container bonded storage is available at the port. The Iraqi Port Authorities (IPA) are removing all covered warehouses in the port for private cargo in 2017, and all services and equipment are provided by private terminal operators. The IPA has created a new "electronic gate" control system for calling, stevedoring, and invoicing vessels, which is operated and monitored from a control room that tracks vessel movements and can review the paperwork converted to the electronic system.
Currently, there are 10 berths at this port, all of which are managed by different companies, as listed below:

Umm Qasr North Port (IQUQN)
Umm Qasr North Port is now Iraq's busiest port (2020/2021) that can handle all forms of cargo, including containerized, bulk break, and Ro-Ro. Most of the port berths are managed by several private terminal operators with the necessary capacity to handle and store a diverse range of goods. The overall aspect of North Port can be described as well-organized container yards (Gulftainer Terminal (ICT), Aloreen, Basra Multipurpose Terminal (BMT), Basrah Gateway Terminal (BGT/ICTSI) and Umm Qasr Logistics Center (UQLC)) embedded in a multi-purpose port area.
The railway line between the port and the capital is operational, and containers can be transported to a bonded rail terminal in Baghdad for roughly half the cost of transporting them by truck over the same distance. Trains run once a week, and the rail terminal has the potential to qualify as a dry port.
This port now has four terminals and seventeen berths, all of which are managed by different companies, as stated below.
Terminal No. 1 Iraqi Container Terminal (ICT)
The terminal consists of two berths (11 A, 11 B) that were newly constructed by Basra Mas Construction company and funded by Gulftainer in 2012. ICT operates jointly with the General Company for Ports of Iraq (GCPI) and Gulftainer as terminal operator. Gulftainer was established in 1976. Gulftainer is a privately owned, independent port management and 3PL logistics company based in United Arab Emirates (U.A.E.) and for more than 40 years they have been delivering world-class performance to their customers. Highly qualified team with excellent skills performs the operations efficiently. The service quality and operations efficiency enabled the terminal operator to attract well-known shipping lines such as Maersk Line. The port authority staff works jointly with Gulftainer operation team to facilitate cargo delivery operations according to the national rules and instructions.
ICT provides an integrated port operation because the terminal owns the following facilities:
- Two berths (250 meters each).
- Two Gantry Cranes.
- Two Mobile Cranes (100-ton capacity each).
- Reach Stockers 9 units.
- Empty Container Handlers 2 units.
- Storage Yard 25 hectares.
- Power Supply for Reefer Containers 778 Plugs.
- Scanner for cargo inspection (operated by Customs Authority).
- Terminal Operating System (TOS) type JADE System.
- Compliance with ISPS code requirement.
- ICT relates to Umm Qasr Logistics Center (ULC), which adds more facilities to the operation, extra storage capacity and modern logistics services.
Terminal No. 2 Basrah Multipurpose Terminal (BMT)
The terminal consists of four berths (12, 13, 14, 15) under a joint operation contract between GCP and Aloreen Company for a period of 25 years. The company operational staff and management are performing in an efficient manner making the terminal productivity at higher level. The company profile shows a multiple transport portfolio including terminal operations, storage capacity, cargo clearance services, and land transport with specialized equipment. The terminal recently welcomed Iraq's largest container vessel historically, the 325-meter long MSC Rita. The arrival was marked by a visit from H. E. Captain Kadhim Finjan, the Minister of Transport, who took the helm and successfully piloted the massive vessel safely through the channel. BMT is considered as fully integrated terminal with separated customs authority, gates, cargo inspection scanner, TOS, compliance with ISPS code and qualified management team, both from port authority as well as Aloreen Company.
The terminal provides efficient operations as it has the following facilities:
- Four Berths 800 m long (200 m each)
- A 40-hectare open storage yard
- Four sheds with area of 4,620 m2 each (140 x 33 meters)
- Four stores with area of 5,610m2 each (170 x33 meters)
- A storage yard (Ramadan Yard) with area of 9 hectares
- Two mobile cranes ( 100 tonnes lifting capacity each)
- Harbor cranes with different lifting capacity (3,8, and 15 tons)
- Reach Stacker 8 units
- Empty Container Handler 2 units
- Power supply for Reefer Containers 288 plugs
- Lifting mobile cranes for yard operations
- Forklifts with different capacity
- Separated Custom Authority
- Compliance with ISPS code.
Berth No. 16 Marlog Berth General Cargo
The berth is under a joint operation contract between the General Company for Ports of Iraq and Marlog company for a period of 10 years. The Marlog Group handles cargo from worldwide to Iraq, through their own shipping department for part or full chartering, or through their forwarding offices around the globe. In Umm Qasr North Port, Marlog manages a multi-user container terminal at berth 17, which is used by the container lines. The company started operations according to this contract in November 2017 and the rehabilitation of berth, shed, store, yards, and cargo handling equipment undertaken by the company accordingly. The contract includes implementing a TOS as well as ISPS code requirements to perform safe operations.
The berth has different facilities as follows:
- Berth with 200 meters length
- Shed with area of 1,320 m2 (40 x 33 m)
- Store with area of 2,310 m2 (70*33 m)
- Open storage yards of 21.8 hectares
- Provides cargo handling equipment.
Berth No. 17 Ataa' Alqurba Berth General Cargo
The berth is under a joint operation contract between the General Company for Ports of Iraq and Ataa' Alqurba Company, which is part of an alliance with Manarat Umm Qasr Company for Marine Services. The company has a considerable profile of port activities and continues to do business with UQNP through attracting a significant number of vessels. The statistics of UQNP have shown that the company has performed the unloading operation and yard operation efficiently, leading to achieve record of unloading 10,000 tons of steel bars per day. They're also handling bulk cargo, break bulk cargo, and containers. This company is operated and owned by Iraqi people 100% with high qualification and skilled workers. The joint operation contract includes the rehabilitation of berth, shed, store, yards, and cargo handling equipment to be undertaken by the company accordingly. It also includes implementing a TOS as well as ISPS code requirements to perform safe operations. The berth has different facilities as follows:
- Berth with 200 meters length
- Shed with area of 4620 m2 (140*33 m)
- Store with area of 5610 m2 (170*33 m)
- Open Storage yards 16.8 hectares
- Bulk handling equipment and bagging machines
- Provides cargo handling equipment
- Harbor cranes with different lifting capacities.
Berth No. 18 Baha Baghdad Berth General Cargo
Currently, berth 18 is the only berth not-contract and operated by the port authority together with local stevedores. This berth is multifunctional where different kinds of cargo are handled except containers. Normally, using harbour cranes or geared vessels performs the unloading operation. This berth has a storage shed with area of (l 40*33m) and storage shed with area of (l 70*33m). Like other berths, this berth is 200 meters long where different sizes of vessels can be accommodated. The maintenance and rehabilitation of berth 18 is under port authority responsibility, which differs from other berths under joint operation contracts.
Terminal No. 3 Basra Gateway Terminal BGT
The terminal consists of three berths (19,20,21) under a joint operation contract between GCPI and International Container Terminal Services, Inc. (ICTSI) for a period of 20 years. BGT is Iraq's premier container and multi-purpose cargo handling facility at the port of Umm Qasr. Operated by International Container Terminal Services Inc (ICTSI), the leading international terminal operator, BGT provides a modern new gateway to Iraq with a service ethic based firmly on meeting shipping line and cargo shipper needs. Investment spans the upgrade of Berth 20, the existing container handling facility, and a major Expansion Project that in the first phase will deliver 200 meters of new container quay, providing an additional 300,000 TEU capacity per annum. Specialized roll-on roll-off capacity is available at Berth 21.
Basra Gateway Terminal delivers major efficiencies to shipping line and cargo shipper clients through an unrivalled service package which includes the following key elements:
- Specialized container, general cargo/project cargo and RoRo berth facilities.
- Reefer Services (21 O plugs).
- Unimpeded berth access.
- Large, paved, terminal areas offering high quality secure storage capacity and specialized zones for back-up activities such as container stuffing and stripping. 40.4 hectares as open storage yards, 2 sheds with area of (l 40*33m) and one store with area of (l 70*33m).
- Modern cargo handling plant including ship to-shore container gantries (2 ZPMC) and heavy-duty mobile cranes (2 Libber) able to operate Panamax dimension vessels.
- A customer focus supported by the progressive roll-out of state-of-the-art IT systems.
- A highly secure terminal gate and operating overhighly environment with full perimeter fencing.

Terminal No. 4 Basra Gateway Terminal (BGT)
The terminal consists of three berths (25,26,27) under a joint operation contract between GCPI and ICTSI Company for a period of 26 years. (ICTSI) formally opened the first phase of its new Greenfield terminal development at its Basra Gateway Terminal in the UQNP. The terminal is located at the northeast of river number 1 at Umm Qasr and connected to the main Highway. Simultaneously with the rehabilitation of the port's existing facility at Berth 20, just across the bay on a green field site, ICTSI is building a new container and general cargo terminal.
Berth will be 600 m long with the dredged depth alongside consistent with the existing berths within the port and basin, -12.5 m. Container Yard, 50 Ha large, will be used for mixed purposes, both as General Cargo as well as Containers, which will be stacked 4 high. It'll also support several administrative and operations offices supporting the business.
The berth has different facilities as follows:
- Currently, there is a 300 meter quayside and an additional 300 meters under construction

Main Storage Terminal
- Umm Qasr Logistics Center (UQLC):
The umm Qasr Logistics Center (UQLC), an area of 750,000 sqm, has been developed just to the north of umm Qasr Port and is ideally placed to provide an extension to the terminals at the port. The logistics center is fully integrated with facilities to enable value-added services like verification, packaging, labelling and other services. UQLC has direct access to the main Basra - Umm Qasr Road and is placed to take advantage of all the opportunities arising from the impending boom in the Oil and Gas sector. The logistics center contains bonded facilities, in-house customs, life support systems and professional security.
- Other Storage yards with different operators and sizes to be used for storage services of different kinds of cargo as following:
- Yards AB24 and AB25 (Rayanat Alood Company) 8.2 Ha.
- Albadeyah Yard 8 Ha.
- AIBeedan Yard 3.3 Ha.
- lbraheem Yard 3.8 Ha.
- Saady Yard 0.5 Ha.
It is feasible to set up a warehouse within Basra city, either private or state-owned (MoT) warehouses/compounds. Trucking services with different capacities are available at the port.
Stevedoring
The terminals operator companies have the capacity to perform stevedoring and bagging and ensure that the proper cargo is delivered to the correct trucks and the vessel agents coordinate delivery from the cargo to the truck.

The Iraq Civil Aviation Authority (ICAA)
The Iraq Civil Aviation Authority (ICAA) is the government body responsible for all aviation activities in Iraq under the provisions of Annex 9 (Facilitation) of the Chicago Convention. Its responsibilities and activities include:
- Coordinating with other Iraq agencies for the development and implementation of policy and coordination of ICAO matters, granting flight authorizations, enforcing safety laws, and enforcing economic restrictions.
- Airspace policy, flight permissions, safety regulations, and economic regulations.
New carriers wishing to operate in Iraq must receive full approval/clearance from ICAA prior to flight commencement.

Procedures for Foreign Registered Aircraft
All new carriers desiring to operate in or over Iraq must provide the following information to the ICAA:
- Air Operator Applicant Information.
- The ICAA requests all Air operators to apply packet to the ICAA.
The application shall include:
- A formal letter explaining the proposed request for operation into Iraq.
- Copy of Air Operator certificate with operation specification or equivalent document.
- Copy of valid Aircraft Airworthiness certificate.
- Copy of valid Aircraft Registration
- Copy of applicable pilot certificates and medicals.
- Proof of insurance (including any war risk clause).
- Copy of legal corporate or company papers.
- Ownership of the Air carrier.

2.2.1 Iraq Baghdad International Airport
Airport Overview
Baghdad International Airport (BGW) is the largest airport in Iraq and located 24 km at west direction from centre of Baghdad capital of Iraq. The building of the airport started in 1979, but due to several reasons the opening was delayed until 1987. Due to the sanctions imposed on Iraq in 1991, the operations of the airport and flight movements were limited.
On the third quarter of 2004, the Iraqi Civil Aviation Authority resumed regular flights and then followed by courier companies. Currently, Baghdad International Airport contains three terminals. One terminal allocated for Iraqi Airways and another for all the other flights/companies. There was a plan for expanding the capacity of BIA by building three additional terminals but until now nothing can be seen on the ground.

Cargo Terminal Charges
The Cargo Terminal is managed by the Iraqi Civil Aviation Authority (https://icaa.gov.iq/home/contact-us-3/) with DNATA company.
The air-cargo located 1-2 km away from the traveler airport terminals where there is a separate entry/road leading to the area. The location is well secured and there are ongoing operations aiming to expand the capacity of the air cargo operations and storage space. Within the air cargo, there are several authorities responsible for checking and inspect the incoming and outgoing goods. The access to the airport and air-cargo location requires prior approval from the airport authority However, two authorised transportation service companies that have a wide range, capacity, and types of vehicles (30mt, 15mt, reefer, etc.) are available to transport the goods from the air cargo storage space to outside the airport.
The cargo area is open for import & export operations, and it is well equipped, and can offload three cargos at once by having three functional decks. All the required equipment and tools with different capacity are available for loading and offloading process.
The air cargo also has a various storage spaces available for humanitarian use upon notification and coordination. The storage capacity of the hard-structure warehouse is approximately 5,000 Sqm with high roof and several separated sections. The temperature storage area contains two rooms with total capacity to store 13-15 MT of storage space. Additionally, there is a small storage space allocated for storing radioactive materials.

Security
The airport is only accessible for pre-authorized employees, authorized contractors, and travelers with a valid flight ticket. The security and documents identification and check start 2-3 Km nearby Abas Bin Firnas square at the airport highway. A contracted private Security company (G4S) responsible for providing security and administrative support, physical security at the checkpoints, in addition to the airport security authorities that are responsible for the airport and airplane security.

Airport Overview
Erbil International Airport is a Public/Military airport located in the north-western part on the outskirts of Erbil city. In 2003, the Kurdistan Regional Government of Iraq (KRI) decided to convert the former military base into a modern civilian airport. The airport welcomed the first airline of the International Air Transport Association (IATA) in December 2006. The new modernized airport was opened in 2010. The airport is managed by the Iraqi Government and the Kurdistan Regional Government of Iraq (KRI). The airport is operated under the rules and regulations established by the Iraqi Civil Aviation Authority (ICAA) and has a runway of 4,800 m × 75 m (15,748 ft × 246 ft) that is equipped for ILS CAT II operations.

Erbil International Airport does not have sufficient storage capacity available for a large numbers of humanitarian cargo consignments. There is a significant amount of open space within the airport, however there were indications that the erection of any kind of hub will not be allowed on airport grounds. For transporting goods from/to the airport prior clearance from airport security is needed as well.

Airport Security
The airport is secured by the local Kurdistan Government security forces. Passengers are not allowed to drive their own vehicles to the airport. Only one taxi company is authorized to drive passengers to the airport. Two security checks are conducted prior to reaching the airport. The first security check point is carried out to the vehicles and luggage. The second check is conducted in area (approximately 2 km from the airport) where bags are scanned. The airport authorities provide free-of-charge transportation from this area to the airport.
2.2.3 Iraq Basrah International Airport
Airport Overview
Basra International Airport was established in the 1960s as a public/military airport in Iraq, and later in the 1980s developed as a gateway to Iraq's only port by the Iraqi government's State Organization for Roads and Bridges (SORB). It's considered the fourth largest airport in Iraq in terms of passenger numbers, according to air transport statistics from the Iraqi Ministry of Planning. The airport receives dozens of flights from around the world from which aircraft take off to around the world. Basra International Airport is witnessing increased activity from incoming flights and departures due to the large economic and investment movement in Basra. The airport is around 10.5 kilometres (6.5 miles) from the city centre of Basra. The reference elevation of the airfield is 3 meters (11 feet), and the entire airport is built on old marshlands. The airport can accommodate various types of planes. Elevations range from around 3 m - 8 m above sea level across the site, and natural drainage is poor in the unpaved areas.

The Air Cargo area operated by the (Lebanese Air Transport Company - LAT) has storage space with a capacity of 6,000 m3 for normal storage and 5-10 MT of sensitive temperature storage with ability to double the size of the sensitive temperature storage if it’s necessary/require, and it also contains most of the handling equipment such as (normal forklift, electric forklift, workers, crane, etc.) as well as a security control system such as (camera, fire extinguishers, etc.), and a trucks parking area of 1,000 m3 asphalt floor with sewers, regarding the documentation, payment, and tax procedures, it'll be based on the contract that will be concluded with the Lebanese Air Transport Company (LAT) that runs the cargo terminal, customs clearance, handling, transport, and storage transactions.

The construction of Sulaymaniyah International Airport began in November 2003, and it was inaugurated in July 2005, the airport has facilities for both cargo and passengers. And it has three terminals for departures, arrivals and VIPs, the airport is managed by the Iraqi Government and the Kurdistan Regional Government of Iraq (KRI), and it's operated under the rules and regulations established by the Iraqi Civil Aviation Authority (ICAA), the airport is located 15 kilometres outside of the city of Sulaymaniyah, in the Kurdistan region of Iraq.

Customs Guidance
Gulfmar is only responsible for handling and transporting the cargo. As for approvals the importer must submit the required documents to the relevant government departments/authorities to obtain the approvals, and then submit the approvals to the authorities at the airports through the authorized clearance agent. There is a possibility to waive all the fees for the humanitarian flights if the airport is notified in advance about the arrival of the humanitarian shipment, in accordance with Chapter 9 Section (10-18) of the Iraqi Civil Aviation Law (all aircraft providing relief and humanitarian support are exempt from fee at Iraqi airports).

Storage Facilities
It's possible to rent an office with internet facilities within cargo village. Storage spaces outside the airport are available with the possibility of erecting MSUs in the areas nearby the airport. There's also ample warehouse storage available for rent throughout Sulaymaniyah city, including cold storage and temperature control warehouses.
Airfield Costs
According to Chapter (9) Section (10-18) of the Iraqi Civil Aviation Law, all aircrafts that deliver relief and humanitarian support are exempted from fees and charges at Iraqi airports. A request needs to be submitted to Sulaymaniyah Airport for exemption from fees and other services inside the airport.

Security
The security at the airport is 24hs and both entry points are manned by private security personnel.
2.2.5 Iraq Al-Najaf International Airport
The airport formerly was a military airbase that consists of one asphalt runway 3,000 meters (9,800 ft) long and 45 meters (148 ft) wide. The airport was expanded to provide four departure gates, two arrival gates, immigration and passenger services, VIP lounge, arrival and departure halls, taxiway, air cargo dining facilities, and lodging sites for employees. The airport provides/offers all the necessary services for airplanes, including technical supplies, navigation aids. Since 2009 more airlines have begun service to Najaf, including Gulf Air, Middle East Airlines, Qatar Airways, Syrian Air and Turkish Airlines, the airport is serving the Najaf city, and is located on the eastern side of the city.
Seasonality Availability: During Muharam month, the airport operations and capacity expand to the peak to accommodate the increase in the number of passengers. During this month, the airport is congested.

The airport can technically receive any type of aircraft; however, the ICAA imposes certain restrictions on the use of older aircraft in Iraqi airspace. For cargo aircraft, there are five aircraft platforms in the cargo ramp, with pallets permanently assigned to a particular aircraft, and there are only two runways available at any time.

Storage Facilities
The Air Cargo area operated by Pegasus Cargo Company has storage space with a capacity of 1,600 m3 for normal storage and 260 MT of temperature sensitive storage, with ability to double the size of the sensitive temperature storage if it’s necessary/require by using (Refrigerator, and Freezer). Pegasus Cargo Company can also provide most of the handling equipment such as (normal forklift, electric forklift, workers, crane, etc.), as well as a security control system such as (camera, fire extinguishers, etc.). A trucks parking area of 500 m2 asphalt floor with sewers. Regarding the documentation, payment, and tax procedures, it'll be based on the contract that will be concluded with the Pegasus Cargo Company that runs the cargo terminal, customs clearance, handling, transport, and storage transactions.

2.3 Iraq Road Network
Overview
The public road network evolved from caravan dirt roads to a
network of modern paved roads with the construction of a large
number of modern bridges across the country. The total road network
in Iraq, including paved and unpaved primary and secondary roads,
and all other paved roads in the country, reached 58,592 km in
2018, according to the latest report of the Iraqi Ministry of
Planning Iraq Ministry
of Planning Central Statistical Information on
Transportation. While the total length of the external
roads network (outside the boundaries of the municipalities and the
Municipality of Baghdad) is about 42,100 km comprising:
1. Freeway 1: It's the first and longest freeway in Iraq, it
extends from Umm Qasr Port in Basra to Ar Rutba in Anbar with a
length of 1,200 km (750 mi).
2. Arterial roads: That linking the provincial centres with a
length of 11,000 km.
3. Secondary roads: That linking districts, counties with a length
of 15,200 km.
4. Rural roads: That linking residential complexes in villages and
rural areas with secondary arterial roads with a length of 3,700
km.
5. Border roads: That linking the borders crossings with a length
of 11,000 km.
6. Freeway 2: Under construction with a length of 510 km.
The total number of cars and motorcycles for ministries and
government agencies not affiliated with a ministry (130,775)
vehicles, according to the following classification:
1. The total number of passenger cars (59,361) cars.
2. The number of total load cars (54,930) cars.
3. The total number of special specification cars is (13,304)
cars.
4. The total number of motorcycles (3,180) bikes.
The total number of private sector cars, including KRI, amounted to
(7,026,106) cars for the year 2020, and this total includes cars
with plates (permanent, temporary inspection, national and parallel
project).
In 2020, Ministry of Planning reported 8,186 traffic accidents
causing (8,383) injuries and (2,152) deaths.

Road Security
All roads inside Iraq are secured by either the Iraqi security forces in FI or/and the Kurdish security forces in KRI. There are many security checkpoints between Iraq's governorates. UN staff traveling on intercity roads require strict security clearance, and in most cases armed escorts (personal protection forces or police forces) are obtained. Radar Surveillance service is available 24/7. Traffic Police Patrol is available 24/7. Most of the roads are marked or have signs, and highway signs are usually available in (Arabic and English) in FI, and (Kurdish, Arabic, and English) in KRI.
Trucks laden with (humanitarian or commercial) goods must meet the following pass/move requirements:
- Security approvals: (NOC) within FI, (NOC and JCC) inter-regional movement (either form FI to KRI or vice versa,) and (JCC) for movement within KRI.
- List of goods (waybill/invoice/Good Receive Note/PL) per truck.
- Customs exemption letter (If applicable), usually requested.
- The contracted transporter should provide an updated customs clearance letter, which needs to be attached to the movement facilitation request.

2.3.1 Iraq Border Crossing of Fishkhabor
Overview
The border crossing facilitates all types of cross-border activities between KRI - Duhok and Syria - Semalka. Since the closing of the Rabia/Al-Yarubiyah border crossing in 2014, border activities have grown substantially. The number of non-governmental organizations (NGOs) implementing cross-border operations in north-eastern Syria through Fishkhabor crossing point has risen since closure of Rabia.

Border Crossing Picture
Daily Capacity
There is a river between KRI and Syria, which forms the natural border between Iraq and Syria. There are two river crossing lanes/points separated into two major uses, one for private/civilian movement and the other for commercial and humanitarian goods movement. Civilian crossings are mainly by boat, and through a one-way pontoon bridge crossing that is also used for commercial and humanitarian movement purposes. The bridge is designed to hold only one truck at a time with a maximum capacity of no more than 25 metric tons. There is a parking area for about 100 trucks that is only available during the daytime. Since trucks from Syria are not allowed to enter KRI, cargo exchange and unloading areas are provided prior to entering the customs area. It is necessary to consider the limited daily capacity of transportation and crossing through this crossing point, though no traffic was observed during the assessment.
Customs Clearance
Passengers
Authorised staff working in humanitarian organizations in NE Syria and Syrian residents with a KRI residence permit are allowed to cross the border.
Border Crossing Permit
The following documents are required by the customs office in their original version in order to cross the border:
- Identification cards for personal and organizations.
- Original format of passports/visas and approval letters.
- The border officials verify all the information on all the supporting documents, matches the objects and people physically present at the border crossing point.
- Furthermore, organizations must amend their requests if there are any modifications to the initial requirement.
Procedure
- In addition to the standard entrance and exit stamping routine, passengers and personal luggage are subject to scrutiny and search.
- Following clearance office approval, citizens need to cross the border by a boat to Syria side (no payment/fee charged). The ride takes five to eight minutes.
For Commodities
Only trucks and supplies authorised by the Fishkhabor governing body/entity are permitted to enter NE Syria.
Border Crossing Permit
The following documents are required by the customs office in order to cross the border:
- Tax exemption documents (The organization should have a valid registration at KRI).
- Packing list for the items.
- Permission for movement.
Notification: All organizations should consider that the border authorities are ONLY there to facilitate access to cross the border. Therefore, organizations must plan, manage, organize, and coordinate logistics aspects, such as:
- Obtaining KRI-licensed trucks that will transport cargo across the bridge.
- Organizing Syrian trucks and laborers to facilitate the cross-loading.
- Prepare for onward transportation into NE Syria, across the border because KRI or Syrian trucks are not permitted to remain in the designated parking area overnight.

There is a fuel station 1 km past the border into KRI. While between the border and Sulaymaniyah city there are approx. 20 fuel stations. The road from Sulaymaniyah to the Bashmakh border crossing point, (Hwy 46), can be classified as a finished surface road, with dirt/stone shoulders, it alternates from 4 lanes divided near urban centres to 2 lanes in the countryside between urban areas. The entire route can support up to fully loaded 40 ft. tractor-trailer type trucks. |

Border Crossing Picture
Daily Capacity
Bashmakh has a total daily capacity that can handle approximately 1,000 trucks. The average of trucks cross per day are 600 trucks from Iran to Iraq and 200 trucks from Iraq to Iran. There are separate lines for trucks and cars. On average, 20-25 cars per day cross the border from KRI to Iran, this number increases (from Iran) during the festivals and other occasions. The crossing has two truck parking bays, one for non-food, which has 500 bays, and one for food items. There’s a storage facility at the border area, which belongs to a private company. There is a 900 m² storage space used for food and non-food, which is fenced and monitored by security cameras, and covered with a sandwich panel, belongs to Rozhan Corporation.

2.3.3 Iraq Border Crossing of Munthrya
Overview
The latest information on the Muntyra/Khosravi border crossing with Iraq/Iran was updated in December 2018 over the phone.
Trucks moving through this border crossing can travel to Sulaymaniyah and Baghdad. Prior permission from the General Authority of border crossings. There are no further clearances required to travel to Sulaymaniyah once having crossed the border.
At the time of assessment the border was open but no trucks were seen crossing or parked in the truck bay area.

The first fuel station is available 7 km from the border on the road to Khanaqin. The road from Sulaymaniyah to the Munthrya/Khosravi border
crossing point is approximately 226 km and can be classified as a
finished surface road, with dirt/stone shoulders. The drive in a Toyota Land Cruiser was approximately 4 hours in
fair weather. It is approximated for truck traffic to take
from 6 – 10 hours depending on seasonal climatic

Daily Capacity
- Capacity is 400 trucks per day
- Currently 10-12 trucks per day are crossing from Iran. Previously this was about 200 trucks per day.
- There are currently no trucks crossing from Iraq to Iran.
- There are separate lanes for trucks, cars and buses. Cars crossing must have prior permission to cross from customs at the border.
- To date no Humanitarian agencies have used this crossing.
- There is an available weighbridge and truck parking for up to 400 trucks.
- There is no storage space available.
- There is no restriction on size/tonnage of trucks or use of temperature controlled trucks when importing supplies that require temperature control.
- Iranian trucks can move freely across the border or can be cross loaded as required.
Customs Clearance
- If all paperwork is in order the transit time at the border is 1-2 hrs.
- Trucks crossing into Iraq will go through a security check and then items scanned by sonar. The trucks will then proceed to the weighbridge and onto customs.
- Tax exemption available for Humanitarian agencies on provision of appropriate paperwork. The process needs to start in Baghdad. General Customs in Baghdad will then send the information to the border authorizing/not authorizing the crossing.
- All food certificates must be supplied. Must be inspected by Quality Control Ministry of Planning.
- If food is transiting through Iran to Iraq food testing will take approx. 2-3 days. Trucks can continue to final destination however no distribution permitted until the food test results are available.
- For medicines and vaccines, the border will need to receive the documentation from the General Customs in Baghdad and, from MoH in Baghdad, the request with the list of medicines and/or vaccines, with medicines test results from MoH in Baghdad or (Country of origin).
- There is no restriction of type of commodities/items or where they originate from.
- There is a charge of ID 41,000 cost tax for inspection (US $25) for the manifest sheet and ID 1,000 per ton at the weighbridge.

- If trucks were to be re-routed from Ibrahim Khalil border crossing to Munthrya, permission to cross is required from General Authority of border crossings Baghdad and for Customs issues Ministry of Finance.
- Note that travel times to Baghdad are dependent on security and access.
- Trucks travelling to Baghdad with no restrictions takes approximately 6 hours.
- Trucks travelling to Baghdad via Khanaqin-Naft khana-Mandali, Bald Ruz-Kanan-Baqubah-Baghdad is 220 km and takes approximately 6 hours. Permission is required from Ministry of Interior to use this road.
- Trucks travelling to Baghdad via Khanaqin-Sadiyah-Miqdadiyah-Baghdad is 170 km and takes approximately 3 hours. Restrictions apply and permission is required from Ministry of Interior to use this road.

2.3.4 Iraq Border Crossing of Ibrahim Khalil
Overview
Ibrahim Khalil is a border crossing point between Iraq and Turkey through KRI. Before the control point and gate there's a bridge crossing the Khabur river, which's forms the natural border between Iraq and Turkey. The crossing is located to the north of the town of Zakho form Iraqi said and south of the town of Silopi form Turkish side. Ibrahim Khalil is one of the most important border gates in Iraq and KRI as it is one of the critical points connecting Iraq/KRI with Europe through Turkey.

Currently there are three bridges connecting KRI and Turkey. The first bridge is a 30 m wide one-way bridge. The second and the third are two-way bridges. For both import and export operations, Ibrahim Khalil has a total daily capacity that can handle approximately 5,000 trucks. For import activities the border crossing has a parking area with the capacity of 3,000 trucks of different types, except fuel tanks. Ibrahim Khalil Customs Compound has separate lines for trucks and cars. Nearly 1,000 cars cross the border per day to Iraqi’s side. Nearly 1,500 trucks cross the border per day to Iraqi’s side. Nearly 1,000 trucks cross the border per day to the Turkish side.

- Certificate of Conformity (CoC):
- Shipment coming to KRI through Ibrahim Khalil are required to have CoC. The list of Commodities requires CoC is below. COC must be obtained by Intertek.
- Shipments weighing less than 5 MT won't be subject to the above CoC requirement.
- Endorsement of shipping documents: Shipping documents (certificate of origin, certificate of analysis, invoices, packing list, etc...) are required to be endorsed by the Chamber of Commerce at the country of origin or Iraqi embassy.
- Authorization letter for clearing agents: Organizations are required to provide time-pounded letter of authorization on letterhead, signed and stamped, to brokers/customs agents at Ibrahim Khalil borders, and a case-by-case authorization letter to airport clearing agents for air shipments.

Overview
The Terbil border crossing is located between Iraq and Jorden near the Iraqi town of Trebil west of Anbar, and it is about 575 km (357 miles) from the Iraqi capital of Baghdad, is also known as the Karama border crossing from the Jordanian side. The border was recently reopened after being closed for over two years due to security concerns.

As for the import activities the border crossing has parking area that lots up to 2,000 trucks of different types. Overview
The Safwan border crossing is located between Iraq and Kuwait 51 km southwest of Basra city. The entry point is also known as the Abdali border crossing from the Kuwaiti side. There is a free trade zone located near Safwan within the Iraqi territory, which extends over an area of eight square km.

2.4 Iraq Railway Assessment
Overview
The Railways has 10 trains solely for cargo (petroleum components and another commodity) and 16 passenger trains.
The railway lines currently operate as bellow:

The railroad company is constructing a railroad network that stretch from Basra to Turkey towards linking the gulf countries with Europe. The railroad length is expected to be 1,243 Km. The line will be used to passengers and commodities transportation with capacity of transporting 1 M passengers and 55 MT of commodities annually.

2.6 Iraq Storage Assessment
Overview
Iraq has many storage facilities available for various types of commodities, whether dry or temperature sensitive, that can be used to store food, non-food, medical, etc. The storage spaces available are owned by governmental and private sector and located mostly in urban areas, within or near ports (land, air, and sea) as well.
Government-owned warehouses usually offer security services and can be rented upon availability. Ministries and government entities, such as Ministry of Trade (MoT), Ministry of Agriculture, JCC, government owned companies, etc. have had rented warehouses to the humanitarian organizations. For private-owned warehouses, the MoT and Chamber of Commerce can be approached for information about warehouses. Also, information about the private warehouses can found at the warehouse locations in industrial areas. Some of private warehouse’s compounds offer security facilities.
Storage capacity is currently sufficient for humanitarian needs, and warehouses are being used in different locations across the country by UN Agencies and INGOs for their programmatic requirements.

2.7 Iraq Milling Assessment
The milling industry in Iraq has been out of maintenance since the invasion of Iraq in 2003. Although most of the milling factories are individual property but lack of security and skilled labors or technicians and genuine spare parts are the main obstacles to have those milling factories under control and smoothly maintained.

3 Iraq Services and Supply
The main modes of regional and international transportation in Iraq are air, sea, roads, and railway. In addition to these four modes, pipelines are of special importance in Iraq, as they link the export of Iraqi oil to the world through the Turkish port of Ceyhan – Jordanian port of Aqaba. Economy is currently affected by the devaluation of the Iraqi currency vs USD. This can continue to affect prices in the local markets in Iraq, as well as the transportation cost. During a crisis, supply and demand have an influence on the costs and availability of logistics services, especially when the logistical infrastructure is damaged or by increasing the exchange rate of the US dollar against the Iraqi dinar. The electricity in Iraq is controlled by the Government, though the current production does not satisfy local needs. The main source of power is still taken from generators, as well as from outside the country Iran and the newly establish supply from Gulf Countries - Saudi Arabia.

3.1 Iraq Fuel
The Republic of Iraq is the second biggest oil producer in OPEC. Iraq has a production capacity of 5 million barrel/day of crude oil, exporting capacity is around 3.5 M barrel/day and the remaining is for country consumption. Oil incomes represents 92% of Iraq annual budget. Meanwhile, Federal Government of Iraq is importing gasoline, gas oil and kerosene for internal consumption. Iraq has 14 oil refineries, with a total capacity of 922K barrel/day, distributed in different provinces in addition to four (4) refineries are under constructions. Some of those refineries will produce high octane benzene to reduce the need to import.
Since 19 July 1999, according to national legislation order 66 of 1999 issued by the Committee on Economic Affairs, the fuel prices are managed by the Government of Iraq.
In KRI the fuel from internal national refineries provenience does not cover 100% of fuel consumption needs. Privately owned gas stations are authorized to import fuel and sell at a higher price compared to privet or owned gas stations under the responsibility of federal government.
The KRI has two main refineries, Bazian and Kalak, and Kurdistan now is self-reliant in petrol as the new benzene processing facilities at these plants has come online. KRI governmental petrol station can only be used by government vehicles, while private petrol stations are used by the rest of the population for private or business use. In the third quarter of 2021, KRI had an issue with securing vehicle fuel internally which led to increase the cost of fuel products.

Fuel Transportation
Provinces under the Federal Government of Iraq (all Iraq except KRI) are provided with oil products and gas through Oil Products Distribution Company (OPDC). The company is responsible for supply citizens, Power Plants, government and civil generators with oil gas, discharge of refineries production of liquid gas, benzene, Jet fuel, diesel, and gas oil. it supervises the distribution activities of 1352 fuel station and 2070 gas and oil yards in Iraq. 3.2 Iraq Transporters
Transportation companies are largely available with a wide range of truck typology and loading capacity from 2 MT to 40 MT. Many are small companies with a limited fleet that can scale up their capacity when needed. Maximum limit capacity to be transported in truck is between 24 to 25 MT of cargo all over Iraq including KRI. The quality of the roads is predominantly good, and the price of fuel is generally stable and considerable cheap, but it is slightly more expensive in the governorates of KRI than the rest of the Iraqi governorates.

3.3 Iraq Manual Labor
Manual labour is easily available throughout Iraq. The local market can provide skilled, semi-skilled and unskilled workers in all sectors of activity. Daily price for an unskilled worker is average 25,000 per day. The daily wages for a skilled worked is on average of 35,000 IQD per day.
Regarding handling of cargo, common use in Iraq is to charge for:
- Full offloading or loading of a defined truck size (for light items) or
- Weight of cargo to be handled (for food and non-food) or,
- daily labour / paid per day.
The loading and offloading for unskilled workers remain average 25,000 IQD per day.

3.5 Iraq Food and Additional Suppliers
In 2020, exports represented 23.21% of GDP (39,344.6 M.$) while imports represented 25.55 % of GDP (43,297.0 M.$).
According to OEC, in 2019, the top exports of Iraq are Crude Petroleum, Refined Petroleum, Gold, Tropical Fruits, and Petroleum Coke, exported mostly to China, India, South Korea, United State), and Italy. The top imports of Iraq are Refined Petroleum, Broadcasting Equipment, Cars, Jewelry, and Rolled Tobacco, importing mostly from United Arab Emirates, Turkey, China, India, and South Korea. Additionally, Iraq was the world's biggest importer of Wheat Flours ($469M).
Iraq’s manufacturing activity has been closely connected to the oil industry. The major industries in that category have been petroleum refining and the manufacture of chemicals and fertilizers.
Iraq has a highly competitive market in terms of goods however the level of competency in services varies depending on type of services, for example, high technology services and telecommunication services are not very competitive due to limited number of reliable service providers, though, it can still be considered competitive as at least three reliable service providers are available.
Imports allow high level of competency in the market due to wide range of brands and services offered with potential for scaling up. However, one of the main challenges in the Iraqi market are related to payment method, as bank transfer is not favoured due to lack of liquidity by some of the banks. Additionally, direct contracting and cash payment is the most used methods by the wholesalers rather than tendering and bank transfers.

3.5.1 Iraq Food Suppliers
Since 1990, Iraq has been using the public distribution system (PDS) to achieve food security and counteract the debilitating effects of the economic sanctions imposed on Iraq in 1990, by providing families with basic food items on monthly basis (Alzobaidee, H.L.K. 2015. Social Protection and Safety Nets in Iraq. Brighton: Institute of Development Studies). In 2016, 90% of Iraqi households (33 million people) received subsidised food commodities, while the programme’s expenditure was reported to be 0.6 per cent of GDP (Reference), the PDS were legible for all Iraqi’s however, the government decided to exclude some categories effective on 01 June 2021. The main PDS food commodities are Rice, Wheat Flour, Sunflower Oil and White Sugar. lately in 2021, tomato paste, beans and chickpeas were added to the PDS. However, the distribution of all commodities and frequency were varied from month to another depending on the economic situation in Iraq. Therefore, Iraq is trying to reach food security and increase the production of the strategic commodities such as wheat and barley. According to the ministry of agriculture for Iraq.
The local needs for wheat are approximately 4.2 million tonnages, in 2020 Iraq was able to produce more than 6.2 million tonnages of wheat however Iraq is still importing approximately of 1 million tonnages to mix with the local production for quality matters. Meanwhile Iraq produced barley of approximately 1.7 million tonnage which is over the local needs. Iraq is encouraging the production of those two commodities locally by purchasing them in a higher price than the international market, which was one of reasons for the surpluses. Ministry of Trade for Iraq is contracting Etihad Food Industries Co. Ltd to cover the PDS requirement of sugar and sunflower oil. the factory is producing Sugar, Sunflower oil, Vegetable Ghee, RDB palm Olein and Corn oil. the factory capacity is 4000 MT/day for sugar and 2400 MT/day for sunflower oil. Altunsa Company has presence in Iraq as a food supplier and manufacturer, it provides rations, dry pulses, sunflower oil with a capacity of 2000 MT/Day and wheat flour with a capacity of 1000 MT/Day.

Retail Sector
According to the Iraqi Chamber of Commerce and Central Statistics office, there are approximately 100,000 registered private food retailers and wholesalers. However, it is noticed that there might be more than 200,000 unregistered small retailers. Retailers generally purchase most items from established wholesalers and from specific wholesale markets. 3.5.2 Iraq Additional Suppliers
Overview
the Iraqi market is mainly depending on import for most of supplies. Manufacturing and production factories are very few in the country and limited to specific industries such as oil, water tanks, plastic/nylon materials and construction materials such as cement and brick. Wide range of products that is needed by the humanitarian actors are available by wholesalers however, most of them are imported. Most of wholesalers are in the capital or big cities such as Baghdad, Erbil, Sulaymaniyah, and Basra. Tents, water pumps, pipes, water tanks, office furniture, potable water are available in country however IT and communication equipment are special case. some of items falls under approval from different government authorities such as ministry of interior and intelligence.
The main challenges in Iraqi market linked to humanitarian actors is most of the wholesalers in the capital are not complying with UN/ INGO procurement terms and conditions such as having bank accounts or accepting bank transfer payment to the firm bank account. Moreover, they accept direct contracting and/or advanced cash payment therefore general trading, medium size or retail firms are more likely to be contracted if bulk quantities are needed. Situation is different in KRI, wholesalers are more flexible and can comply with humanitarian procurement terms and conditions.
Throughout the crisis of ISIS in 2014, some of suppliers/service providers have developed a good experience to respond to the humanitarian needs responding to the ongoing crisis. Through working with the UN agencies and NGOs, they developed a good understand and knowledge of the policies and rules/regulations of the humanitarian organizations.

Accommodation
Rental properties are plentiful throughout Iraqi cities but are less common in rural areas. Iraqi houses/apartments vary in size and quality. In general, the newer houses/apartments will be found toward the outer edges of cities and older ones toward the middle. Many of the houses/apartments in the new residential complexes are equipped with security gates, security guards, and 24-hour surveillance cameras.

Electricity and Power
Iraq's power electricity has a total capacity of around 10,000 MW. As a consequence of the increasing economy and the boom in consumer purchases of electrical products and gadgets, the demand for electricity has skyrocketed. Furthermore, power in Iraq is subsidized, resulting in increasing consumption.
Iraq's daily power requirement is 6,400 MW, while daily production averages 4.470 MW. And there's the summer peak demand: 6.800-7,500 MW, or 35%-40% of the peak summer demand that hasn't been reached yet.

Waste Management and Disposal Services
Municipalities are responsible for management of waste and disposals. There are sub-contractors who oversee collecting waste and disposals. These contractors have factories/facilities for recycling plastics and papers.
In Federal Iraq: The disposal of food and non-food items are through the Ministry of Science and Technology. While for medical items, the disposal should be done through cooperation with MoH and hospitals that have a special waste and disposal facilities.
In KRI: Below are the steps for disposing items:
- The organization/stakeholder directs a letter to JCC.
- The letter is entitled (Request to Dispose/Destroy Items).
- Attach a list of items (quantity and description).
- Attach photos of the items to be destroyed.
- Mention a focal point name of the organization.
- Based on the letter received from the organization/stakeholder, JCC sends a letter to the Environmental Protection Agency.
- The Environmental Protection Agency sets an inspection date for taking samples of items to be disposed.
- The Environmental Protection Agency determines the method of disposing based on the type of items.
- Following the disposing of the items in the presence of the organization/stakeholder focal point, the Environmental Protection Agency sends two letters, one to JCC and the other to the organization confirming the completion of disposal.
Waste Disposal: Non-hazardous
Municipalities serve as hubs for all forms of waste disposal around the country. Several hubs have been established to collect various forms of waste and handle its elimination or recycling.
There are lots of garbage bins surrounding streets and alleyways in every province's capital and key cities to collect disposals. The government has been attempting for some years to improve the culture of using garbage containers for various forms of disposals.
Waste Disposal: Hazardous
Most of the hazardous disposals are collected inside the plants or hospitals or other industrial places or related places under the control of (Ministry of Health and Ministry of Science and Technology in FI, and (Board of Environmental Protection and Improvement) in KRI. On the other hand, most cities in Iraq are connected to the wastewater network.
